Your life starts without your choice, you could see it as a row of dominoes, cause and effect.
However one could argue that everyone needs to subscribe to some semblance of agency, if not society goes outta wack.
Criminal law has the mens rea element to account for that, although increasingly in the justice system you start to see defences that argue that actions were out of the defendants control, increasingly separating them from their actions, stripping away their culpability bit by bit.
